With Perth’s existing health facilities stretched to capacity, the WA Department of Treasury & Finance approved construction of a state of the art, 783-bed facility. Fiona Stanley Hospital began construction in 2009 with APP appointed as Independent Certifier (IC) on behalf the client Department of Treasury (Office of Strategic Projects) and the contractor, Brookfield Multiplex.
The hospital is destined to become the state’s premier public hospital and will serve as the tertiary facility to service the south metropolitan region. Services include 24-hour quaternary care, tertiary and acute care, emergency services, advanced diagnostic and laboratory services, medical, surgical, obstetric and paediatric services. There are also extensive teaching and research facilities plus a new state rehabilitation hospital.
As Independent Certifier, APP was required to certify that the construction was completed in accordance with the contract requirements. The role necessitated an explicit level of technical skill and capability in order to understand the complexities of the hospital’s design and construction. Key challenges for the APP/Hyder IC team included the physical size and volume of individual spaces within the facility to be completed and reviewed, the attention to detail required relating to the engineering services, commissioning and finishes necessary for a high acuity tertiary hospital, the number of documents and critical witness points, plus the overlapping programmes for multiple individual buildings, placing pressure on coordination and resourcing.
In response and recognising that collaboration was critical to meeting the programme, APP fostered a transparent and inclusive “one team” approach to the project, so that risks to achieving Practical Completion identified were communicated as early as practicable. APP and Hyder initiated progressive defects inspections throughout construction, reviewed required documentation as it became available, issued trial Practical Completion certification based on completed buildings and established hierarchical communications protocols in order to escalate issues.
Fiona Stanley has won several awards including the 2014 Master Builders-Bankwest Excellence in Construction awards for Best Project, Best State Government Building and Best Healthcare Building in its category, the AIA WA The Wallace Greenham Award for Sustainable Architecture 2014 and an AIA WA Urban Design Commendation.
