Kalkallo Retarding Basin
APP’s Planning team in Victoria (formerly The Planning Group) were engaged in late 2013 to facilitate a land use strategy for the Kalkallo Retarding Basin, a Melbourne Water asset located within Hume City Council.
Crucially, the land is located within the Northern Growth Corridor and surrounded by Precinct Structure Plans applicable to Merrifield West, Lockerbie, Mickleham Town Centre and the Merrifield Central Employment Area. The greater precinct is identified for significant residential and commercial growth in the coming years.
APP's planners in Melbourne engaged a number of sub-consultants to provide input in relation to Cultural and European Heritage, Flora and Fauna, Economic Development Opportunities, Engineering Cost Estimates and Catchment Drainage Assessment. From here, APP worked closely with Melbourne Water and the subconsultants to gain an understanding of the sites opportunities and constraints in the context of imminent surrounding development and the probable establishment of the Outer Metropolitan Ring Road (OMRR) to the north-west. Particular challenges involved balancing the catchment management and financial productivity based obligations of Melbourne Water with the future development and open space expectations of developers, Council and the MPA.
APP's detailed report provided Melbourne Water with the detailed information they required to enable them to make an informed decision regarding their obligations as a drainage authority and the potential future use and value of surplus land.
