New Breeze

Rezoning and masterplanning a thriving residential community in Western Sydney.

In 2002, the joint managers of Edmondson Park in Sydney’s southwest decided to rezone 796 hectares of highly fragmented rural land, including the Ingleburn Army site. The APP Group was appointed to manage the masterplanning process, government agency negotiations and the preparation of a local environmental plan, development control plan and development contribution plan.

With a highly collaborative approach, The APP Group was able to deliver a masterplan that provided an industry leading solution to many complex problems. Our team managed complex negotiations with a large range of stakeholders and led a multi-party project control group with five government organisations to agree on a shared vision for the area.

In 2015, the developer Dahua commissioned The APP Group to lead their successful bid to acquire Landcom’s holdings for the area. Our team then delivered a range of specialist services including project management and development management, as well as establishing the project identity, branding and marketing campaign. New Breeze is now a prospering residential community of 1,280 dwellings and more than 20 hectares of open space, community and physical infrastructure.

In 2002, the joint managers of Edmondson Park included Liverpool City Council, Campbelltown City Council, NSW Department of Planning and Environment, Landcom and the Department of Defence.

The rezoning process faced several challenges including working with endangered communities and proposed rail corridors through the area. The APP Group used its ecological expertise to broker an ecological offset agreement to balance conservation efforts across urban development. The team also extensively collaborated with Transport for NSW to find a suitable design that managed the rail considerations without the need to dissect the release area.

The original masterplan won the prestigious Excellence in Concept Design award from the NSW Urban Development Institute of Australia. The subsequent New Breeze project was later recognised as a finalist in the category of Best Residential Subdivision, for excellence in low-density residential greenfield development.
