APP assists NSW Government to deliver $700m “Sustaining the Basin” project

APP was appointed by the NSW Department of Premier and Cabinet (DPC) to assist with the delivery of four key projects under the Commonwealth’s Water for the Future Plan. The NSW Government submitted the projects for Commonwealth funding under the Sustaining the Basin initiative. Sustaining the Basin comprises a suite of projects focussed on improving water efficiency and improved environmental outcomes in the Murray-Darling Basin. The four projects included:

  • Basin Pipe North and South – for the piping of stock and domestic water supplies to allow streams to return to their natural wet or dry regimes;
  • Irrigated Farm Modernisation – projects to increase water-efficiency of irrigated agriculture by investing in farm technology to improve water efficiency;
  • NSW Metering Scheme – replacement of 6,000 water meters - which measure irrigation water extraction from regulated rivers - and upgrade of 9,500 meters for groundwater extraction and unregulated water sources;
  • Healthy Floodplains – reform the management of water on floodplains through modifications of floodplain structures and control of extractions.

In 2009 DPC appointed APP to assist with business case development for these projects. APP managed Steering Committee meetings, performed risk assessments, provided strategic advice on metering and farm modernisation, and managed interagency coordination and consultant procurement.

Following this initial work, the NSW Office of Water extended our commission with a specific focus on risk management, implementation planning, and in-depth business case review. The Commonwealth subsequently approved funding for three of the four projects in a challenging economic environment.
