Planning a thriving residential, commercial and retail hub around new Sydney Metro stations.
Since 1976, the NSW state-owned corporation Landcom has been part of the development industry unlocking sites and collaborating with partners to deliver homes for over 100,000 families. To support the Sydney Metro Northwest line, the NSW Government looked to Landcom to masterplan 52 hectares of land around the new Kellyville and Bella Vista metro stations.
The project plans to create more than 5,600 new residential apartments including affordable housing, and build thriving commercial and retail town centres to support more than 7,800 jobs. The site at Bella Vista consists of residential and a mixed-use town centre with commercial and retail space, while the Kellyville site is mostly a residential mixed-use community centred around a retail hub near the station.
Landcom engaged The APP Group to assist in project managing and delivering a masterplan for the station precincts. Each masterplan would form a major part of a State Significant Development Application to be lodged with the NSW Department of Planning and Environment. The project also included delivering infrastructure to support future development including road and traffic upgrades, services and utilities delivery and a proposed Primary School in the area.
Our project team identified the unique skills needed for each site and worked with Landcom to appoint an urban design team for each precinct. However, as it was important to maintain continuity between the two precincts, the team appointed the same landscape architect across both sites. The project included consultation with government agencies, stakeholders and the local community. In December 2022, the Minister for Planning approved the concept of State Significant Development Application for each precinct.
