Northern Sydney Local Health District Asset Management

Assessing the asset management maturity and the long-term sustainability of the operating model for the Northern Sydney Local Health District.

The Northern Sydney Local Health District (NSLHD) faced a myriad of challenges that impact its operational capabilities and ability to provide effective healthcare services. 

Budgetary constraints, stemming from funding distribution from the Ministry of Health, hinder NSLHD's investments in balancing crucial areas such as new clinical technology, resourcing, and infrastructure renewal to accommodate fit-for-purpose spaces in the provision of modern-day healthcare services. Workforce limitations, particularly shortages of skilled healthcare and infrastructure professionals, posed a significant strain on the district's capacity to deliver patient care services. 

Moreover, challenges associated with project delivery from Health Infrastructure, visibility of asset related risks and the dynamic interplay of economic factors, healthcare legislation, technological obsolescence, and global health issues further contribute to the complex landscape NSLHD navigates. This multifaceted environment requires the district to adapt, expand, and strategies effectively on the management of assets to meet the evolving demands of healthcare provision.

The project enabled NSLHD to be able to establish in the short term a consistent and improved approach to asset management improvements, planning and delivery that is underpinned by the consideration of asset lifecycle costs, performance, risk, and economic modelling. It also helped provide control of information and technical expertise back to the district without the risk of accountability and compliance for local management of assets. 

The project also helped NSLHD shape the following long term benefits including; adopting clear and consistent definitions and methodologies to report each year on the size of any maintenance backlog and identify measures to address the backlog; use of quality data that will support evidence-based decision making to balance cost, risk, and asset performance, and; making better use of existing assets by considering NSLHD clinical services, industry practise, demand of usable space and legislative compliance.
