Auckland Light Rail

Providing strategic input for a proposed light rail project in Auckland.

The Auckland Light Rail project was a proposed 24km rail line intended to run from the city centre southbound to Auckland Airport, with a long tunnel section from Wynyard Quarter to Mt Roskill. Longer term plans for the line included serving the North Shore and northwest districts.  

The APP Group was appointed by Zeal Advisory to provide strategic advisory and management advisory services for the Auckland Light Rail project. The team undertook a range of services during the early phases of the project, including:

  • Advisory work to assist Auckland Light Rail and their Alliance in the development of the Management Case.
  • Integration with Strategic and Economic Cases and delivery within the comprehensive Corridor Business Case (CBC), including coordination with the relevant workstreams.
  • Delivery through to close working with Auckland Light Rail, the Alliance team and other contributors to the development of the CBC.

In the role, our advisors leveraged local and global examples related to governance and delivery models, attended meetings, stakeholder workshops and reviewed team challenge sessions as agreed, and gave input into findings from any review of governance, commercial and delivery structure as required. The team followed the guidance and expectations of Auckland Light Rail Limited and provided feedback on their requirements and methods.

Note: The Auckland Light Rail project was cancelled in January 2024 by the New Zealand government following a review of the scheme.
